Judith Ann Carter

Judith Ann “Judy” Carter passed away peacefully on June 25, 2026, in Corpus Christi, Texas, at the age of 77.

Judy was born on August 25, 1948, in Chickasha, Oklahoma, to Emmett Nelson Carter and Mildred Geneva Brooks Carter. She spent her early years on the family dairy farm in Purcell, Oklahoma, alongside her parents and brothers Emmett Dale and Paul.

A 1966 graduate of Purcell High School, Judy excelled both academically and socially. She was a member of the National Honor Society and Oklahoma Honor Society, was actively involved in Future Homemakers of America, and, to the surprise of absolutely no one who knew her, was recognized as Outstanding Senior Girl.

While attending Oklahoma State University, she met Richard Samuel Frank. The two were married on August 17, 1968, in Purcell, Oklahoma. Once Richard graduated from OSU, he and Judy moved to Chickasha where she completed her degree at the University of Science and Arts of Oklahoma. Together they welcomed two children, John and Holly, who brought mischief, laughter, and tall tales into their lives. Although Judy and Richard’s marriage eventually ended, their friendship endured for more than five decades. They remained close friends until her passing, sharing holidays, family gatherings, and a mutual appreciation for the family they created together.

Judy’s love of learning never faded. Later in life, she returned to school and earned her master’s degree from the University of Oklahoma earning plenty of good-natured teasing from her Oklahoma State University family along the way. She enjoyed it as much as anyone and firmly believed that learning was a lifelong pursuit and embraced every opportunity to expand her knowledge and skills.

Professionally, Judy had two very fulfilling careers. Her first career was as a teacher. Judy taught many grade levels but had a special love for her 4th grade students. Later in life, Judy built a successful career as a technical writer. She began her work with the United States Naval Air Stations in Kingsville and Corpus Christi, Texas first with McDonnell Douglas and later continued with Boeing until her retirement. Respected for her expertise, intelligence, and generosity, she mentored young employees throughout her career. Her guidance and encouragement left a lasting impact on many who were fortunate enough to work alongside her.

Outside of work, Judy was endlessly creative. An accomplished artist and craftswoman, she immersed herself in painting, quilting, sewing, and needlepoint. There seemed to be no hobby she could not master.

For many years, Holly and John proudly occupied the position of Judy’s favorite people. Then, in 2005, Jackson David Hoelscher was born, and they discovered just how quickly a grandmother can rearrange the standings. Known to him as “Neenee,” Judy shared a special bond with Jack that brought immeasurable happiness to her life. Together they were partners in crime, adventurers, and best friends. Jack possessed a remarkable talent for convincing Neenee (his highly effective accomplice) that nearly any plan, regardless of how questionable, was actually an excellent idea.

Judy’s love extended far beyond her immediate family. During retirement, she devoted herself to creating handmade quilts for family members and loved ones near and far. Every quilt was stitched with patience, care, and love. Those fortunate enough to receive one know that it was far more than a quilt it was Judy’s way of wrapping the people she loved in warmth, comfort, and a little piece of her heart.

Judy will be deeply missed by her children, Holly and John; her beloved grandson, Jackson her brothers, Emmett Dale and Paul; her nieces and nephews; her extended family; and the many friends whose lives were brightened by her kindness, wisdom, and generosity. A special and heartfelt thank you is extended to Holly’s husband, Robert Salazar, and his family, who welcomed Judy as one of their own at every opportunity and made her feel right at home.

A celebration of life will be held for Judith Carter on Saturday, July 11, 2026, from 2:00 to 4:00 p.m. at 5718 Oso Parkway, Corpus Christi, Texas 78414.

A second celebration of life will take place on Saturday, July 18, 2026, at 11:00 a.m. at Thunderbird Baptist Church, 1416 SE 142nd Avenue, Norman, Oklahoma.
